November Housing Scorecard Released by HUD

The U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of the Treasury today released the November edition of the Obama Administration’s Housing Scorecard (www.hud.gov/scorecard). The latest housing figures show continued signs of stabilization in house prices and high home affordability due in part to record low mortgage interest rates. The housing scorecard is a comprehensive report on the nation’s housing market.

“The Obama Administration has made significant strides in promoting stability for the housing market and the nation’s homeowners. Through a range of swift actions since we took office, we’ve seen millions more families able to stay in their homes and a steady rise in responsible borrowers refinancing their loans or becoming homeowners,” said HUD Assistant Secretary Raphael Bostic. “But, while we cannot stop every foreclosure, we know that more has to be done to reach homeowners in distress and to help unemployed borrowers. That’s why we’re continuing to focus on successfully implementing the programs we’ve put in place – such as neighborhood stabilization funding, additional assistance on refinancing and emergency loans to help unemployed homeowners – and ensuring that help is available to homeowners as early as possible.”

“The recent reports of problems in the foreclosure process underscore the importance of helping responsible homeowners avoid the pain of foreclosure,” said acting Assistant Secretary for Financial Stability Timothy Massad. “As we implement additional program enhancements to reach more homeowners, we continue to stress to mortgage servicers the importance of making every effort to enroll eligible homeowners in HAMP and provide meaningful alternatives to avoidable foreclosures.”

The November Housing Scorecard features key data on the health of the housing market including:

  • An additional 1 million families refinanced mortgages in the last quarter, taking advantage of the lowest rates in history on 30-year fixed mortgages. Since April 2009, record low interest rates have helped more than 8.3 million homeowners to refinance, resulting in more stable home prices and $15.2 billion in annual borrower savings.
  • As expected with the expiration of the Homebuyer Tax Credit, new and existing home sales have remained below levels seen in the first half of 2010. At the same time, home prices remained level in the past year after 33 straight months of decline and homeowners added $95 billion in home equity in the second quarter.
  • More than 3.73 million modification arrangements were started between April 2009 and the end of August 2010 —more than double the number of foreclosure completions during that time. These modification arrangements included nearly 1.4 million trial Home Affordable Modification Program (HAMP) modification starts, more than 600,000 Federal Housing Administration (FHA) loss mitigation and early delinquency interventions, and nearly 1.8 million proprietary modifications under HOPE Now. While some homeowners may have received help from more than one program, the number of agreements offered were more than double the number of foreclosure completions for the same period (1.6 million).

Data in the scorecard also show that the recovery in the housing market continues to remain fragile. While the recovery will take place over time, the Administration remains committed to its efforts to prevent avoidable foreclosures and stabilize the housing market.

Each month, the Housing Scorecard incorporates key housing market indicators and highlights the impact of the Administration’s unprecedented housing recovery efforts, including assistance to homeowners through the FHA and HAMP. International Buyers want British Country Homes

Buyers interested in international properties are not only from the wealthy Gulf States looking to capitalise on exchange rates but also from UK residents who are may be looking for that tropical hideaway, mansion for sale, or simply out of frustration with the lack of supply in the home market.

Indeed, Hamptons International found that selling a house in the usual popular locations such as Tuscany received interest from holiday home buyers across a range of nationalities. In Florence a small project consisting of only nine units sold extremely quickly with the last of the remaining properties quickly purchased by a UK family. It’s easy to understand why: this was a solid investment in one of Tuscany’s optimum regions.

There has been a lack of stock available in the property market with many potential vendors remaining cautious due to economic adversity. Recently, however there have been a few signs that this is set to change despite the traditionally quieter summer months. In fact, many families who sit within the country house section of the market place and own a 4-5 bedroom property have taken longer holidays than last year; two to three weeks in comparison to one. This suggests a new level optimism for the months ahead.

In addition to this, potential vendors are in negotiations with top level agents and are preparing their property for the market place. Professional photographers reported an influx in work to feature grounds which are at their best photographically in the summer months. This predicted increase in stock would certainly be beneficial for both UK and International buyers as many buyers are frustrated with the stock levels for the UK.

It is vital that property stocks do increase as there are foreign investors waiting to snap up premium country houses that epitomise ‘Britishness’. NGF launches World Wide Database of Golf Facilities

The National Golf Foundation has announced its latest research initiative – the development of an international database of golf facilities, which should be of great interest to people considering buying property on a golf course.

According to Joe Beditz, NGF President and CEO, the goal of the project is to identify and verify every golf course in the world in order to:

1. Provide a means to reliably track the international growth of the game; and,

2. Facilitate communications between golf facilities and the businesses that supply them.

“As the growth of the game and business of golf has shifted from the U.S. to overseas markets, we have been asked repeatedly to expand our tracking of golf facility development and operations internationally,” says NGF President and CEO Joe Beditz. “So we are very pleased to announce that we are now in a position to move forward with this much needed initiative.”

The NGF maintains a comprehensive census of U.S. golf facilities and it is the industry standard for completeness and accuracy. According to NGF there are currently 15,901 golf facilities operating in the U.S. Internationally, golf is played in over 140 countries and the number of golf facilities is generally thought to be between 15,000 and 16,000 – roughly the same size as the U.S. supply.

“It is a challenging assignment,” says Beditz. “Finding international golf courses is not difficult. However, finding all of them, verifying their information, and keeping the list up to date, is ambitious but critical to tracking the growth of the game.”

The NGF will have plenty of help. The primary sponsor of the initiative is none other than the Royal and Ancient Golf Club of St. Andrews, Scotland. “We could not ask for a better partner than the R&A,” said Beditz. “They are the leading authority on golf around the world and have affiliations with the governing bodies in every golfing country. The R&A’s endorsement and financial support is what makes this initiative possible, and provides us with the international credibility needed to accomplish our objectives.”

Corporate sponsors are getting behind the project too. “We are inviting companies with global business interests to become involved,” Beditz added. We are talking to several companies, including those who have been urging us to move in this direction, and who are keen on seeing us get this done. Charter database licenses are available and will provide licensees with early and exclusive access to the international facility database as it is developed over the next two to three years.” Seven companies have signed up as charter licencees thus far.

“This is one of the most exciting projects NGF has undertaken in the 25 years I’ve been with the company,” Beditz stated. “With golf now a part of the Olympic Games, we expect to see growth begin to accelerate in other parts of the world as governments begin to fund the development of the game. Having a definitive, up-to-date database of golf facilities will allow for the reliable measurement of this growth.
